Cabarrus County has settled the claim of Cabarrus County agaist Fletcher Hartsell for a lump sum payment of $30,000.00 which Fletcher Hartsell's insurance company, Lawyers Mutual Liability Insurance wrote check # 72208 on 2-15-2006 but Cabarrus County stated they received payment on April 17,2006 and the Cabarrus County Commissioners made the back room closed session public at April 17, 2006 Commisssioners Meeting item(I-3)on the recorded minutes. Where was the insurance check wrote on 2-15-2006 for two months? This proves that Fletcher Hartsell was guilty of negligence and professional malpractice, the insurance company wrote the check! When you vote remember the $100,000.00 the taxpayers have to pay. Vote Helms

Fletcher Hartsell could be civilly and possibly criminally liable for taxpayers suffering financial losses as a result his inability to preform his duties. When Fletcher Hartsell was asked to pay the $130,000.00 of Cabarrus County taxpayers money back, Fletcher surprisingly and abruptly resigned as county attorney.Taxpayers demanded the commissioners for more than three years to collect the taxpayers $ 130,000.00 back. If the Cabarrus County Commissioners was ever serious to collect the $ 130,000.00 they would have filed civil papers thru the court system instead of hoping the taxpayers would forget the whole matter.

So with Fletcher Hartsell up for reelection, the behind closed door settlement of $ 30,000.00. The Commissioners came up with an settlement that their good friend Fletcher Hartsell could live with, and his libility insurance would accept. The commissioners received $ 30,000.00 in the back room. The taxpayers was stuck with the $ 100,000.00, and we should make the commissioners responsible for the $ 100,000.00 balance still owed. Fletcher Hartsell walked out of the back room not costing him anything. Lawyers Mutual Liabilty Insurance paid $ 30,000.00 but saved themselves a $ 100,000.00. The taxpayers was not so lucky. The Commissioners should have taken Fletcher to court to get the money. The County takes all land owners to court but not their good friend Fletch.
