Again the same month charged the county $120.00 for lunch at T.J.Deli. On 04-06-2004 charged the county $200.00 for Lawyers Association Membership dues. Why should the tax payers pay his dues? On Augest 7, 2003 my opponent recived a flat fee to review an installment bond 2003, and billed the county and tax payers $20,497.50. On December 16,2003, my opponent received a flat fee of $8,745.00 for reviewing documents related to General Obligation Refunding Bonds Series 2003. On 07-31-2003 my opponent charged $20.33 for Public Personal Law Bulletin. Not much money but did anyone question this? Guess not been 3 years. On 05-04-2003 he charged $25.00 to the county for Paralegal Service to Catherine Sikes. Let county hire her, and she is cheaper. On 07-17-2003 Fletcher charged for a partial bill for his N.C. Bar Association Dues of $35.00, but why, should be figured this in his $150.00 per hour rate. On 06-27-2003 he charged $144.84 for a book from West Group Publishing called Subdivision Law and Growth. I went to same site and can get the same book for $23.95 and be shipped in 2-3 days. But that was 3 years ago and the price could be higher back then. On 06-06-2003 my opponent charged the tax payers $126.65 for a book called Privatizing Government Functions from Law General Press. On 10-14-2003 my opponent charged $35.00 for American Bar Association Dues. Which he just charged $35.00 on 07-17-2003 for the same thing. On 09-02-2003 he charged the county $10.00 for Paralegal Service to Catherine L. Sikes. I tell you she works cheap. Hire her Cabarrus County. If the tax payers of Cabarrus County paid for the books he bought with the tax payers money, then the books belong to the tax payers since we have paid receipts for the books. Since Fletcher Hartsell was hired, fired, rehired, and resigned as county attorney, the books should be returned to the county. We paid for them, and we should get them back. Be like the $130,000.00 he owes.

On 6-2-03 David C. Williams charged the tax payers $378.56 for food and lodging. Yes of the same law firm.
